Objective: This study aimed to evaluate how to apply a risk assessment system for human factors to coping work in the construction industry. Background: Human factor is one of the major contributors to the accidents. A lot of risk assessment techniques have been developed for prevention of accidents. But, most of them were interested in physical factors due to difficulty of evaluation for human factors quantitatively. According to lack of risk assessment techniques about human factors, most of industrial risk assessment for human factors were based on data of accident analysis. In order to develop a effective countermeasure to remove or to reduce the risk caused by human factors, a systematic analysis is needed. Method: Generally, risk assessment system is composed of 5 steps - Classification of work activity, Identification of hazards, Risk estimation, Evaluation and Improvement. In order to systematic improvement, fundamental cause analysis is needed before the improvement phase. In this study, a Ergo-HAZOP was used for identification of hazards and a Comprehensive Human Error Analysis Technique was used for fundamental cause analysis. Application : The proposed risk assessment system was applied to the coping work. Conclusion: Hazards are identified widely and improvement countermeasure is established by this method. And results of this study showed that short-term countermeasure was modification of the operation method and a manual of the maritime safety was required for long-term safety management.
