Although the late Joseon dynasty’s commercial policy and today’s support polices for SMEs have similarity in political field, their details have many distinction. Not only periodical difference, but they have also difference between traditional commerce and enterprise from capital society. Joseon’s government managed whole commerce and trade under national initiative. Thus, late Joseon dynasty’s commerce-invigorating policy allowed private merchants’ commercial activity under obvious purpose such as, central and local government’s secure finances, national project, new-city construction. They were fulfilled by merchants’ fund support through government office’s activity to contribute profit. On the other hand, against free competition based capitalism, modern society enforced various support polices for SMEs by law of government, which owes duty to maintain profit of the majority of people, improvement of social efficiency, and social equity. For instance, finance support policy, act on special measures for the deregulation of corporate of act, project supporting internationalization, SME PACT, support for the succession of urban development is enforced.
At the late of Joseon dynasty, since commodity flow had invigorated, right to ban private stores was abolished because the cities and markets had developed. In international trade, ideology’s area had been extended. This is because, developed commercial fundamental and social current led to the policy. Those various policies have similarity in many sides between not only modern SMEs support policy, but also policy of urban development’s form. However, there is a necessity to compare under premise, that traditional society and modern society have different periodic and systemic basis.
