The purpose of this study is to identify the needs and policy of social services for adults with developmental disabilities who are living in Seoul. About 4.2 million of the disabled population are living in Seoul, and 6.2% of them are developmentally disabled. In the case of school-age population, benefits are received from special education services, but from adulthood there’s no policy that applies to them. In order to investigate this issue in depth, we analyze the 2011 national survey which was conducted by the Ministry of Health and welfare and Seoul National University for the developmentally disabled who live in Korea. In addition, we also conduct some interviews and make a case study about residential facilities and recreational facilities which are located in the Seoul/Busan areas. We also review and analyze other country’s foreign policies with regard to developmental disabilities.
As a result less than 5% of adults with developmental disabilities have used the social services facilities and programs which had been offered from the community. Most admit the services are in need but the rate of utilization was not high.
Also the adult developmentally disabled who live in the residential facility have limited and low program accessibility.
As a result, we make the following proposals:
1) Enlarge the Social services delivery system for adults with developmental disabilities
2) Enhanced support for residential service
3) Build an information center for those with developmental disabilities
4) Make a guideline for severely developmental disabled people to assist care givers
5) Consider the adopt disability responsive budget system
6) Expansion of vocational rehabilitation program for Adults with developmental disabilities
7) Support programs involving art/culture for people with developmental disabilities
8) Integrate health care and welfare services for the aging population of the developmentally disabled
