In this study, the strategies to improve the problems of employment of Han-River Watershed Fund (HWF) were achieved. The major problem of HWF System is that the management HWF is implemented by central government(ministry of environment) oriented. And it made the aims of HWF, water quality improvement and support who lives in upstream of the Pal-dang Dam, was not achieved.
To improve these problems, the organizing committee of HWF should be reconstructed with local government and residents of Han-River watershed. And the project of HWF implemented from 1999 also should be evaluated. The stakeholder of Han-River watershed should make the committee for water quality management and the mutual collaboration closely.
