This research looks at survey results conducted with Undergraduate students in order to find out how the concept of “HaengJeong (meaning Administration in Korean)” is accepted in a daily basis. The survey is analysed with the methods of ordinary concept analysis and actual proof analysis. A preliminary research survey was conducted in November, 2011 targeting students attending three universities located in Daejeon Metropolitan City and Choongcheongnam-do Province. Upon the collection of the distributed survey, survey configuration was evaluated and developed into a more sophisticated one. Of the 360 copies of upgraded version of survey distributed to 6 universities across the nation, 60 copies each, over the period of time, May to July, 2012, 306 copies were collected, and 282 copies of those collected were analysed. With the survey, the researcher obtained three results: a. there is a difference between HaengJeong and Administration. b. the concept of HaengJeong includes a range of concepts, even vague ones. c. the criteria of distinguishing HaengJeong starts from the separation-of-power awareness, and the awareness on HaengJeong often turns out to be negative and is strongly influenced by personal experience and knowledge in administration. The purpose of the research, unlike the existing attempts to conceptualize administration as an effort to answer the question of “What is Administration,” is to approach to the most basic and fundamental logic and analyse it.
