This study examines what modanbeol(牟旦伐) and geumpyeong (金評) in the Silla"s Stele of Pohang Jungseong-ri meant. It can summed up as follows. First, I examined critically the earlier studies about the meanings of modanbeol and geumpyeong. As a result, it is proved that modanbeol and geumpyeong can be neither person"s names nor those of departments. Secondly, modanbeol can be interpreted as a common noun meaning a class of dispute victims. It is based on modan and beol, old Korean words meaning ‘not good" and ‘class" respectively. Thirdly, geumpyeong can be understood as an official title related to the judgement of disputes. It may be because geum symbolizes a penal code and pyeong means a verdict.
