Harbor Cities which had led Korea’s industrialization since the late nineteenth century rapidly have declined due to industrial structure change. This deteriorated port area has a negative impact on the city such as air pollution by large trailers, urban aesthetics issues, and citizen’s limited access to waterfront area and these are the essential reasons why the port area should be revitalized. In this paper, institutional strategies for port city regeneration are suggested based on the review of the characteristics and situation of Korean port cities with the current regeneration projects.
Previous harbor city regeneration projects in Korea were proceeded separately by various principals without any comprehensive promotion system. As a result, past regeneration projects are hard put to it because of objection of residents, aggravation of financial condition, and disagreement among related principals.
According to foreign harbor cities of successful urban regeneration cases, three directions to promote effectively the urban regeneration projects in port cities are suggested. First of all, port regeneration projects need more comprehensive plan in the aspect of function, environment, and culture rather than a limited plan that only designs for the site. Secondly, urban regeneration projects for active harbor cities require an adjustment mechanism that all related principals can participate in and a system to gather the opinion of diverse principals and establish institutional measures. Lastly, supporting organization is needed to perform a wide range of roles.
