From the industrial perspective, architectural service industry has more ability to create added value than other industries as a knowledge service industry, more the effect of job creation than other manufacturing industries as a technology-intensive industry, and stronger influence to other related industries because of high liaison effect of other industries. Nevertheless, industrial structure of architectural service industry is lessadvanced because of deficient productivity, weak employment condition, and insufficiency of international competitiveness.
Creative economy is a system to create new value added, occupations and growth-power based on creativity as a core value of economy. Architectural service industry serves owners, users and city dwellers. It is a series of activity to create added value and to increase customer satisfaction. In past days, architectural industry concerns only structural safety, low cost, function and proper convenience. As a result, architectural services were malcontentedness and had lots of defects. Reliability, aesthetic, amenity, eco-friendly, energy efficiency, uniqueness, and cultural quality have to be added for new architectural service industry. Moreover, architecture has to make owner, users and citizen satisfy and has to be a landmark of a city. The more added values for architecture, the higher value-added business will be. That means, more occupations will be created. It will affect growth power to lead architectural-related industries.
Since June 2011, this society makes an effort to establish Architectural Service Promotion Law by composing architectural related organizations and TFT. Finally, the promotion law established this April. Based on Architectural Service Promotion Law, architectural service is a service of expertise or technology which relate to research, survey, consultation, instruction, planning, analysis, development, design, inspection, stability examination, management, maintenance control or assessment for forming architecture or environment space.
First, a master plan of architectural service promotion will be established for constructing foundation of architectural services. Related statistics and information systems are established. Standardization for research and developments is set up. Order methods are diversified. Intellectual Property Right including copyright new technology information management is protected.
Second, for invigoration of architectural service industry, professional manpower will be trained. Employment will be promoted. Business starters will be supported. Promotion facilities will be appointed and supported by funds and equipment. Overseas expansion and international exchange will be promoted.
Third, for promotion of architectural service industry by improving dignity of public architecture, architecture center will be built. Also, public architecture business will be supported.
Forth, for performing above-mentioned tasks, architecture promotion institute will be established and managed. The special accounts of architecture promotion will be established on local governments.
For implementing ordinances of Architectural service industry promotion law and revising enforcement regulation, we need to ask advice from many people of architecture industry. Architecture related-organizations and institutes should lead to stronger efforts to establish an architecture promotion institute.
