Nowadays joining the ranks of advanced countries is almost upon us, who have gone through 1970s & ‘80s economic development, 1990s economic plateau, and the time of political convulsion and conflict. The members of Korean society demand the better architecture and urban environment as the people living in an advanced country as they have experienced the advanced architecture in foreign countries. Architecture decides the quality of citizen’s life and the cultural values of a country. The reason for architecture’s being the mainstay of cultural policy by an advanced country is that architecture settles the public outside of a society and becomes the cultural media which the members of the society must share whether they like or not. Therefore the institution of architects should be improved to be appropriate to an advanced society as well.
Architects are public figures, legally approved by a government. However, in Korea, architect licence is recognized as one of methods for stable living rather than certification for public activities. The substance of improving the institution of architects is to make an effort to level up the social status of architects by moving the professional position from the economic area to the public area. It is considered that the recession of our construction business and real-estate market in the present may be a great chance to induce a change of the domestic architectural design industry. The improvement of our institution of architects should precede the change and will be the best way to settle an advanced architectural culture in this country. The improvement should progress in the manner to encourage architects’ works and define the architects’ roles in this society. Our architectural culture will begin to prosper in the future as well as advanced countries when the negative way of thinking turns into the positive way and the institution of architects is changed in this condition.
