In this study, we researched measures for strengthening the function to protect people within the current CBRN disaster response system, in preparation for CBRN threats from North Korea and emergency situation such as biochemical terrorism and leakage of
poisonous gas and radioactive substances. The primary responsibility to protect people falls on the local government in case of CBRN disater. We proposed the enactment of Nation Protection Act against CBRN disaster, the alignment of responsible organizations, the extensive diffusion of chemical and radioactive response system, and the development of risk communication model in the local, as measures for enhancing the function of civilian protection to CBRN Disaster.
