It has been 12 years since the remodeling of the apartment houses in Korea is legalized in 2002. The government has announced several revitalization policies throughout time, but there have been many arguments about the vertical extension of apartment house remodeling. Economical dissatisfaction by the residents have slowed down the remodeling market. In order to boost the slow market, apartment house dwellers who have been flanked-out about rebuilding as well as related organizations and experts in the field have made tremendous efforts by far.
It is necessary to come up with a method that is easy and affordable. For the initial costs, it could be a good idea to use the deposit money for repair which the committee of occupants representative has accumulated. A low-interest loan through the housing fund of government would also be a good source of fundfor the revitalization of markets. For the construction costs, minimizing basement construction through optimized change may be an economic choice because the basement take great part in total construction costs.
The shortage of occupancy of the facility may occur in case of vertical extension. They should elevate the parcel price in order to reduce the burden of constructing costs for the residents, but the present installment markets are in a hard circumstances. The method of leasing after purchasing from the government or local government may be considered. In this case, pushing ahead for the projects could be done rapidly because the burden in installment can be lessened. But for this case, the residents should reach agreement.
Prohibiting remodeling in case that structural drawings were non-existent also has to be ceased. Those drawings could be redeveloped or found by the original designer. Foundations can be analyzed by increasing the number of samples. For the increasing expenses, housing welfare from the government or low-interest housing funds aforementioned could be used.
At last, the important thing is the support from the government. Legal basis should be made for the revitalization of remodeling market. The safety measure for the remodeling and recognizing of market should be secured instead of having too many limitations. LH Corporation and SH Corporation should pursuit revitalization as a frontier for their buildings, then the revitalization of remodeling market would be revitalized.
