Report Errors
This article tries to criticize that the efforts to improve social welfare service delivery system in Korea has focused mainly on the institutionalization and program-level arrangements. This article also emphasize to identify and organize the capabilities inherent in the community to build community-based welfare provision system. It is necessary to recognize the problems of individuals and families as those of community itself, and to make organismic links between public sphere governed and dominated by rationality and community founded on ecological principles to establish community-based welfare provision system. For the purpose of this, the author suggests that the direct service delivery function of community welfare centers should be reduced at the significant level, while network hub role of the community welfare centers among the service agencies in the community should be newly granted. The author also recognizes the inevitability of constructing the networks of information systems and resource systems within the community to facilitate the effectiveness of the community-based welfare provision system.
