The purpose of this study is to organize and analyze the fisheries program within the overall rehabilitation program based on American aid, to investigate the direction of fisheries policies during Syngman Rhee Government, and to examine the role of fisheries in the 1950s national economy and its continuous changes. This study gives meaning to investigating the goals of the Korean economic system and the structure of its industry in the overall rehabilitation program of the 1950s, and exploring the aspect of change to the industrial era after 1960s with the fisheries at its center. The specific plans of investment in Five-Year Fisheries Program could not be set. With the Commerce-Industry Ministry Program and Nathan Plan, the export of marine products was actively planned. The Office of Marine Affairs Program experienced relative recession compared to the Commerce-Industry Ministry Program and Nathan Plan. A transitional period can be seen with the Office of Marine Affairs Program when it was shifted to three-Year Economic Development Plan with a greater focus on secondary industries. Consequently, the fishing industries were dramatically reduced from production, investment, and exports, under the overarching goal of constructing the foundation for economic growth based around secondary industries.
