This research looks over the objective method for measuring performance of social enterprise, and applies the method to evaluate performances of social enterprise in Seoul which have been subsidized by Seoul metropolitan government. This research devises a new social performance index of social enterprise. We use ROI for economic performance index which measures a sustainability of social enterprise.
This research provides two major policy suggestions for Seoul metropolitan government considering performances of social enterprises. First, Seoul city government is better giving more and longer subsidy for better performing social enterprises with higher social performance index. It is particularly important for the group of social enterprises with high social performances and low economic sustainability. Second, Seoul city government should buy more goods and services produced by social enterprises with high social performance index in a procurement contract.
