The South Korean Government, under the regime of President Park Jeong?hi, argued that the Measure of August 3rd was inevitable and unavoidable to normalize business activities in Korea. In fact, Korean economy faced a temporary boom in early 1973. However, not a long time was needed after the 8.3 measure in 1972 for Korea to face another economic crisis in the late 1970s, which resembled the one from the late 1960s.
The measure was not a basic solution for the economic problems of the time. While the crisis was basically triggered by a lack of enterpreneurship as well as the governmental policy to stress the export?oriented industrialization [EOI] policy of the 1960s, the measure focused on resurrection of insolvent companies by freezing private money market. Indiscreet speculation in real estate, no checking system of the payment guarantees by government and disguised private loans by enterprisers were the main causes of the crisis, and the methods presented as solutions were far from adequate.
The Park Jeong?hi government also understood that, and tried to devise regulations and restrictions to accompany the 8.3 Measure. However, the measure was not effective because owners of big companies received indulgence for cooperating with the government"s new economic policy, the heavy chemical industrialization policy since early 1973. As a result, although the Park government managed to create an economic foundation, South Korea could not rescue itself from the two other economic crises that occurred in the mid 1970s and the mid 1990s, which were caused by lack of enterpreneurship.
