This study aims to show the implication of the performance test in public survey by compare and contrast related acts between the South Korea and Japan which is enforcing similar system of ours, to solve the effectiveness-related issue of the test. The result of the analysis is that the Japanese public survey system suggests specific standards in the form of 5 level such as main agent, purpose, accuracy, availability of existing result, and survey size when classifying surveys. Thus, this study proposes a classification method for the first level task of public survey which has categories such as survey purpose, related act, and result of survey.
