The heart of Luhmann"s new understanding of politics lies in the insight that the political system is only one of the various functional systems of a given society. He argues that it is out-dated to regard politics as the center of controling a society and the ethical responsibility in the functionally differentiated society. Politics is nothing other than a kind of communication which belongs to the political system. The nature of politics does not exist. It only exist as a social necessity such as the other social functions.
We can understand better Luhmann"s de-traditional, and functionalconstructive understanding of politics, only if we know the process in which the political system is formed. It is an autopoietic system which forms itself with medium, code and function. The forming the political system relates deeply with the forming power as a medium. Here power is not understood as a means of restriction but a medium for communication. And the medium needs to be coded for being technicalized. The political system is based on the code in terms of power-superior/ power-inferior dimension. According to the concept of system-differentiation which means that one function belongs to one system, the political system depends also upon the specification of function, namely ‘to get ready collectively binding determination’.
The significance of this new understanding on politics lies in changing the paradigm of politics. To exactly understand the new reality of politics which emerges with the changing character of a given society, we need to go beyond the traditional idea which has regarded politics as the superior one.
