Sexuality issues, which are deeply rooted in unequal power relations between women and men, continue to be heatedly debated. This debate has become more intense as countries, like Malaysia, aim to be a high income country by pursuing an aggressive neo-liberal economy within a patriarchal system, increasing religious orthodoxy and a reversal to traditional values, which impact women"s condition and position in the society. Based on the scenario in Malaysia, this paper examines the centrality of sexuality within the discourse on morality. It traces the evolution of sexuality being hysterically discussed as a moral issue in the 1970s and 1980s, and later metamorphosing into a debate as political hysterics in the 1990s and 2000s. It argues that the collusion of cultural politics, the politicization of religion and the competition among political parties for power has turned sexuality into a political debate by guising the discourse as a moral issue. Sexuality has actually become the site of power struggle, and amidst moral and political hysterical discourses, it has become the scapegoat for political interests.
