The Korean government has arduously pursued a rather radical approach to relocate about one hundred fifty public companies and institutions in the Capital area to the other part of the country for more balanced regional growth since the previous administration. In the meantime, this relocation refers to not just moving the central functions but also relocating regional talents which consist of key resources for regional development in the knowledge-based economy. In this context, this study explore the ways in which regional governments can utilize relocating talents and cultivate regional talents and university-public research institute cooperation for sustainable regional growth. This study finally presents policy suggestions for various aspects such as cooperation for creating and sharing knowledge, regionally specialized cooperation, talent cultivation of public institutions, spatial strategy for promoting creativity and the formulation of institutional framework and policy support.
