For debates on expansion of building’s structural areas, a prerequisite is to examine laws related to architecture. Although South Korea’s Certified Architects Act and Building Act Enforcement Decree were recently revised, serious errors are still found in some parts of Certified Architects Act’s Article 2 Clause 11 and Building Act Enforcement Decree’s Article 32 and Article 91 Clause 3. According to the Articles stated above, professional structural engineers in architecture have a very limited role in conducting structure design and examining structure safety, and structural experts could stay out of the actual structural matters and issues. Without knowing these circumstances, the general public purchases building structures unsecured with everything they have to live in or conduct commerce. Due to the legal system where structural engineering experts cannot properly perform their role, the practice has been common that professional structural engineers avoid their responsibility on the structure safety and conduct expertise in a limited manner. Such a practice should be corrected, as it is a matter of people’s life, safety, and properties and is treacherous from a common-sense standpoint. It is quite natural that relevant experts should conduct their expertise in a responsible and sincere manner.
