In this paper, the traditional East Asian region “Chaekbong-Chogong (冊封·朝貢) relation” and new “Treaty relations” was filed in 1870 to begin to coexist Kenpakusyo (建白書) be a turning point in modern Japanese “people” in East Asia and how By analyzing what was recognized.
First, the formative period of modern Japanese national system that has characterized Kenpakusyo are as follows.
One, Kenpakusyo is, “kougiyoron (公議與論)” as one of the new government declared in his justification, was an institutional apparatus was provided to prove this.
Two, Kenpakusyo is, Sain (左院) policy for the various “people” was to promote active political participation. In this process Kenpakusyo is an active “citizen” show me the birth, from below, “patriotic” now represent a device. As a result, Kenpakusyo from the government’s position, “national” from the standpoint of “public vote” was popular until 1875, while acting as a powerful tool.
Three, but instead placed on Sain instead of Genrouin (元老院) petition and related documents will result in 1876 enacted a provision that will be accepted until the movement spread nationwide in 1880 Congress established the petition was submitted less Kenpakusyo.
To around the year 1875 as the “people” are working actively participate in state affairs, according to this kenpankusyo period was submitted to positively, Seikanron-seihen (征韓論政變) of 1873, Taiwan expedition of 1874, Kanghwa Island incident of 1875 While continuing to occur, but was upset when the internal order in East Asia began.
The year Taiwan expedition of 1874, Kanghwa Island incident of 1875 of the year presented their opinions on “the people” written specifically for the analysis of the petition, here is a “Nihongatakaitituzyo (日本型華夷秩序).” based on the recognition and East Asia, “Chaekbong-Chogong relation.” Turn of the traits had recognized the coexistence of modern East Asia based on international law to justify the establishment of a modern concept to resolve the territory.
