This paper examines the role of the state in the global city formation on the basis of a critical review of the Singaporean state"s global city strategy. Most of the existing works on global city tend to underestimate the role of the state in the global city formation, while greatly emphasizing the significance of transnational capital. Challenging the dominant view, this paper argues, on the basis of the Singapore case, that the state can be a crucial actor in shaping global cities, at least under the contexts of developmental states. It also introduces cultural, tourism, and spatial policies that the Singaporean state has promoted in order to develop Singapore as a global city, and provides a critical review on them. Then, it suggests some policy implications the Korean policy-makers can take from the Singaporean experiences.
