Commissioner Chang Pogo established Cheongharjin at Wando Island in 9th century to open sea trade among Northeast Asian countries of Shilla, Dang and Japan after mopping up pirates in the China Sea. He held all the power of sea governance with effective maritime logistics system and intuitional vision for his men under his control. He is appreciated as an excellent CEO who created an almost perfect sea transportation system with their advanced technology of shipbuilding and shipping, global commercial network composed with Korean residences in China and Japan. The Cheonghaejin basin was cosidered as the hub port which was connected with several spoke ports in China and Japan and extended its role to the hinterland of china ware-manufacturing sites of Gangjin.
Korea has recorded trillion dollar trade in value in 2011, ranked at 8<SUP>th</SUP> biggest trading countries in the world market, took her the chair of major members in negotiation tables of trade ruling agenda as one of major partners of world trading issues. But there are lots of blockings to be the leading countries in the world trade market more than 2 trillion dollar trade in value such as expansion of trade partners including LDCs of Latin America and Africa and diversification of exporting commercial articles. Therefore the spiritual lesson of Prince Chang will be helpful to Korea to reshape its exporting strategy.
Korea would be the moderator of logistics system in Northeast Asian Region by strengthening of its SOC facilities such as ports and ship operating capacity, coperation with neighboring countries in the region and expansion of global communication networks as did by Chang in the 9<SUP>th</SUP> century. Korea should make balanced growth between exporting industry and domestic consumotion payment, between exporting jaibul and small-medium industries, also between white colours and blue colous. Balanced income and consumption will make health its economy by rearranging saved money into necessary investment and assitance for oversea LDCs, which will induce moreexport and capital investment. If Korea would seek a new method of export in partners and commercial items, Korea will take on the track of First Mover, instead the track of Fast Follower to be the most powerful traing country like Prince Chang accomplished in the 9<SUP>th</SUP> century in the Cheonghaejin basin in Wando Island.
