Since 1990s, with the mutual promoting of population migration and the sex industry in the Asia-Pacific region, it makes more and more female migrants involved in the sex industry. Nowadays, the spread and prosperity of sex industry have become a very serious problem of socio-economic development in the Asia-Pacific region, and it also has drawn great concern of the Government and the relevant non-governmental organizations. Therefore, laws on controlling the sex industry and public policies have become an important topic of civil society in the Asia Pacific region. This paper take the overseas Filipino women of sex workers and the Philippines NGO’s social behavior as an example, try to investigate the role of this immigrant women of developing countries have taken in the transnational migration, social status, gender crisis, as well as the social administration action and strategies of civil society participation in the sex industry .
