Pope John XXIII issued a papal bull establishing the ecclesiastical hierarchy in Korea on March 10, 1962. After the news was known in Korea, Catholic press focused on the appointment of three Archbishops. The press evaluated it as enhancement of national prestige. As the liturgical ceremony of the establishment of hierarchy approaching, the press reported various news, for example, a background of the establishment, Korean Catholic Church’s efforts by that time, etc. According to the press, the Vatican recognized Korean Church’s rapid development, Christians’ faith and martyrdom in the persecution period, their enthusiastic religious activities, and decided to install the ecclesiastical hierarchy in Korea. The press added Korean Church’s repeated efforts to establish the hierarchy since 1950.
Although the hierarchy had been established, the Korean Church still remained under the jurisdiction of the Sacred Congregation for the Propagation of the Faith. Father Paik Nam-ik pointed out the Korean Church’s lack of financial independence in spite of the Christians’ spiritual maturity. Therefore the Korean Church had no choice but to be under the jurisdiction of the Sacred Congregation for the Propagation of the Faith, he explained. Father Ryu Young-do indicated that the Korean Church was practically no different from mission field, although the hierarchy had been established.
The ecclesiastical hierarchy included not only South Korean Church but also North Korean Church. Apostolic Vicariates of Hamheung and Pyeongyang in North Korea were elevated to become dioceses. The South Korean Church interpreted it to mean that the South Korean government had been recognized as the only legitimate government on the Korean Peninsula by international society.
