Effectiveness of the public bicycle service, despite the several positive effect, has been questioned for its high operation and maintenance cost. For solving this problem, it is essential to analyze the value of the public bicycle service. This study attempts to estimate residents’ WTP(willing to pay) for the public bicycle service using CVM, especially the one and one half bound dichotomous choice model, and assess the use value of the public bicycle service focusing on changwon-si. Analysis shows that annual WTP for the public bicycle use is 57,000 won, the use value of public bicycle service is estimated at 9,120 million won. This value is higher than public bicycle operation and maintenance cost, 7, 250 million won.
