This article seeks to historicize the trajectory and characteristics of the internationalization of Korean women’s organizations in the 1960s and 70s by situating the international activities of the Korean National Council of Women(KNCW) within the two-folded context of the Cold-War system and domestic development projects propelled by the Park Jung- Hee Regime.
First, this study looks at how KNCW networked with international women’s organizations, and then also examines the relationships between the institutionalization and internationalization of KNCW by analyzing the vision, strategies and actual activities set up by its two main female elite leaders, as well as the presidents of the KNCW, Helen Kim (Kim Hwal Ran) and Lee Sook Chong.
Second, it traces the process of KNCW’s response and intervention into the global, external dynamics created by the UN women’s committee’s program and evaluates the domestic effect of its changing women’s legal status and economic development, in focusing on the event of Mexico Women’s international meeting and international year of women in 1975.
Third, this paper critically analyzes the issues of agency and autonomy of KNCW in relation to the matter of the internationalization of Korean women’s organizations and movements with emphasis on the collaboration and mobilization of state power and its development projects. By doing so, it rethinks the historicity of the international women’s movement in the 1960s and 70s and furthermore, re-evaluates the historical trajectory of the contemporary transnational feminist movement and the genealogy of state feminism in South Korea.
