This study attempts to analyze the dynamics of disability rights movement, concentrating on the political process of the Disability Discrimination Act in Korea. The disability rights movement in Korea has established the collective identity and self-awareness of people with disabilities who have suffered from social discrimination and oppression; realized the need to address such discrimination based on disability in light of human rights dimensions, not of paternalistic welfare; organized collective social movement to pass an independent act that aims to effectively assure prohibition and relief measures against discrimination; achieved political empowerment of people with disabilities through creation of a pan-associative body, the Solidarity for Legislating Anti-Discrimination the Disabled Act; enabled people with disabilities to play an influential, participative role in disability movement by formulating policy alternatives and reflecting those in official political settings by themselves. They actively participated in collective activities to assert pressures into official political mechanisms, succeeding to the legislation of the Act in spite of skepticism and oppositional forces from the government and the business community. However the outcome of policy Implementation is not clear. In light of the fact that a particular legislation cannot sufficiently treat discriminatory problems, the disability rights movement shall put much more attention on the constant monitoring on both execution of the Anti-Discrimination Act and feedback for systematic improvements.
