Is the Internet advancing democracy? As the Internet has been instrumental in gathering information and public support all over the world, many debates take place regarding the impact of information technology on civil participation and democracy. However, evaluations on the impacts of the Internet as the major causes for the demonstrations run the extremes. This paper analyzes the content of Internet bulletin boards involved in the 2008 protest against U.S. beef imports in Korea. Are debates in public opinion formation on the Internet being communicated in a rational and reasonable manner? How has democracy been realized through the debates that were actively carried out through online channels? This paper will explore the possibility of forming public opinions using the Internet through the qualitative analysis of how the Internet was used in citizens" political participation. This research seeks to examine how debates through the Internet are carried out in view of deliberative democracy using three aspects - information provision, the diversity of participation groups and the exchange of ideas. The level of deliberation is assessed through content analysis of cyber bulletin boards of ‘Agora Political Discussion Forum’ over the 2008 demonstrations against U.S. beef imports.
