The sexagenary cycle ‘十二月卄三日甲寅’ written at front bottom 7th row of When we read the sexagenary ‘十二月卄三日甲寅’ as "Gap-in, December 25th", we also assume that there some negotiations as a diplomatic etiquette between Shilla and Koguryeo. According to "SamgukSagi", there was a battle between Shilla and Koguryeo over the "Woosansung", and we need to pay more attention to this fact because the political situations surrounding the three countries shifted substantially.
From the above two recordings, we can confirm that there was a huge alteration in the relationship between Shilla and Koguryeo. That is, since the middle of 5th century, Koguryeo was going through the whole crisis which had been caused by both the unstable diplomatic relations with China and the isolation from the other two counties, Shilla and Baekje. On the other hand, Shilla of at the end of 5th century was losing its strength in defending Koguryeo"s concentrated attack because the bond of allied forces between Shilla and Baekje was getting loose. What gave Shilla more hardship is the attitude of Baekje, which could turn its back and be an enemy anytime.
From these situations, I can conclude that Shilla and Koguryeo seemed to enter into a negotiation for peace right after the "Woosan-sung Battle" Through the influence of this peace negotiation, while Shilla could consolidated the imperium over the Gyerip-ryeong and Juk-ryeong which was previously called ‘高句麗郡縣’, Koguryeo could retain the "Woosan-sung".

〈中原高句麗碑〉 전면 7행 하단의 일간지는 ‘十二月卄三日甲寅’으로 보는 견해가 우세하나 비문의 마멸이 심해 ‘卄五’일 가능성도 고려해야 할 것이다. 2000년 고구려연구회의 공동판독 결과 전면 1행은 ‘高麗太王祖王’이 명확해짐에 따라 비가 건립된 시기가 문자왕일 가능성이 더욱 높아졌다. 따라서 일간지를 ‘十二月卄三日甲寅’으로 본다면 506년이 되고, ‘十二月卄五日甲寅’으로 본다면 496년이 된다. 그런데 496~497년 사이 우산성을 두고 나?려 간의 전쟁이 일어난 사실이 주목된다. 이 전투를 계기로 하여 삼국의 국제 정세는 큰 변화가 나타났다. 줄기차게 이어지던 고구려의 신라공격이 중단되었고, 신라와 백제의 군사적 공조활동은 전개되지 않았다. <중원비>가 이러한 대외관계의 변화를 보여주는 것이 아닐까 생각된다.
5세기 중엽 이후 고구려는 중국과의 외교관계가 불안했을 뿐만 아니라 한반도에서도 점차 고립되면서 국가적 위기를 겪고 있었다. 반면 신라는 5세기 말 나제 동맹군의 활동이 원활하지 못하면서, 고구려의 집중공세를 막아내는 데 한계가 생겼다. 더구나 언제든 적국으로 등을 돌릴 수 있는 백제도 예의 주시해야만 하는 상황이었다. 이러한 삼국의 국제정세 속에서 나?려 양국은 우산성 전투를 기점으로 和議를 체결한 것이 아닌가 한다. 이 화의를 통해 신라는 고구려와의 전쟁을 중단하게 되었으며, ‘本高句麗郡縣’으로 불리던 계립령 및 죽령일대에 대한 지배권을 확고히 하게 되었고, 고구려는 우산성을 확보하고 남방의 경계를 안정시켰을 것으로 생각된다. 반면 백제는 나?려가 우호관계로 전환하자 위기의식을 느끼고 급히 탄현에 목책을 설치하여 신라에 대비하였던 것이다.
