The object of this study is to compare women Member"s bills in 17-18th National Assembly using a party line, the numbers of election, the districts and the policy preferences. The subjects of this study is 41 women Members in 17-18th respectively, including the elected at the time of election and the successors. The 17th women Members had proposed 5, 728 bills during their term and the 18th women Members have proposed 5,002 bills by Oct. 16, 2009. The 4 parties had seats in 17th National Assembly and the 5 parties have seats in 18th. For comparing the number of bills according to election numbers, I grouped 41 women Members into reelection members and newly elected members. In 17th National Assembly, the newly elected had been 32 among 41 members and 27 members were newly elected in 18th. There were 31 proportional representatives in 17th National Assembly while there are 27 proportional representatives in 18th, and the others are SMDP representatives, respectively. The policy preferences is measured by the jurisdictions of referral committees.
The women Members proposed more bills than the men Members in 18th National Assembly after 17th, but the gap decreases sharply. In 17th and 18th National Assembly, the women MPs of Grand National Party proposed the most bills while the deviation of the number of bills proposed by individual members is very high. Generally speaking, as the Member works for the longer time in National Assembly, as he tend to propose the smaller bills. wod the proportional representatives tend to propose more bills than the district representatives. The legislation activities of women Members in 17th National Assembly are the same to general pattern, but w longer time iactivities in 18th are different. In terms of policy preferences, women Members of 17th National Assembly had been more interested in the traditional women"s issues such as family, education and culture, while legislative interests of 18th women Members were dispersed over diverse issues instead of focusing on special issues.
