This paper presents the optimal control strategy for elevator groups in high rise building that it performs a precondition to minimize mainly the average waiting time of hall call which coming from different floors in order to reference the quality of international vertical transportation standard. The image compression via vector quantization analysis with hall call destination and fuzzy ladder control system are proposed and developed to treat efficiently the elevator group problems. The image compression and classification are handles the set of up and down hall calls from the arrival passengers while their destination floors are unknown at this moment. After that the hall call destination with fuzzy ladder control are handles the hall calls in assuming that their destination floors are grouped already. By applying the proposed method, performance has been improved which indicated by lower bit rate and better PSNR for compression algorithms while image classification are reached satisfy at the same time. Some simulation and room laboratory experimental results gave the superior performance obtained the satisfied average cars trip speed and minimum average waiting time service.
