In 2010, out-of school youth of Seoul Metro City (blew SMC) is 13,381 persons, and it comes up to 0.95% at the rate of all students in Seoul. Over ten thousands out-of school youth get out the school every year. But it is not prepare proper supports of the learning and the job for them. Because there are no making the institutional devices which out-of school youth is able to grow up sound adult, out-of school youth is highly probable to the deviation and commitment in irregularity. And this study will build to the support devices for out-of school youth to help to live citizen in the future. Also this study intends to analyze out-of school youth’s life and demands. For these, this study had interviews with out-of school youth 9 persons and manager 3 persons of the youth institutions. Results of interview follow blew :
First, after out-of school, out-of school youth undergoes difficulty in the residence. In case, they sleep outdoors. Also they are difficulty in searching of a job. And they are hard up for money.
Second, out-of school youth has an interest on the learning after out-of school. So they try to prepare an official examination (Geomseonggosi) or attend a non-approval alternative school. Out-of school youth finds out own’s change and gains confidence in oneself throw of the learning.
Third, out-of school youth demands the public informations about the youth shelter (‘chongsoneon shimter’). And they need counseling. Above all, they demand the supports of job and career counseling. In addition to, they want to offer to the alternative learning space and help to preparing for the official examination.
Grounding in above these results, this study presented the support devices of educative activities for out-of school youth.
1. Establishment the public foundations for out-of school youth.
Establishment tentatively named “supporting center for out-of school youth”, enactment of rule supporting out-of school youth, building the long-term plans for out-of school youth are required.
2. Construction of the supporting network for out-of school youth.
It is linked with seeking for out-of school youth, learning, residence and career consulting throw the building the network between SMC-Seoul Metropolitan Office of Education(SNE) and among the institutions concerning youth.
3. Educational support plans for out-of school youth
SMC should prepare the alternative learning place and develop the learning programs. Also it should supply the career and job programs for out-of school youth.
4. Besides, the independence support including taking a job, counseling support is required.
