This article is aiming to investigate formation, change, purpose of change, significance and meaning of party and government relations in China. Having faced with the limitations of revolution legitimacy and performance legitimacy, Communist Party of China has to secure ‘political legitimacy’. In this regard, Study on the reform of party and government relations has important implications.
The problem of party-government relations is closely related with sustainability of party and state system. The ongoing reform of party and government relations does not imply a change of western-style party system. Its aims is to improve efficiency of state institutions. So party-centered relations with government will continue unchanged for quite some time.
Nevertheless, there are variety of factors that could change their relationship. and how to handle these factors will determine whether to maintain political stability. In Chinese politics, party and government relations lies between ‘Continuity’ and ‘change’ these two aspects.
One thing I want to say here is that because efforts to change of party and government relations are based upon a premise ruling of Communist Party of China, So the expected effect has not achieved. At this time, It is necessary to readjust the relations and role between party and government. More basically, It is more important to clarify between party and parliament. It is real meaning of ‘yifa zhiguo’. But In reality, strengthening empowerment of the parliament means that party and government will lose their power. That’s the reason why the party try to restrict the parliament’s right.
