This study discusses the need of community empowerment to overcome the problems of the 97-year-system. The Park"s development model destroyed traditional communities as they were thought not to be modern, while the 97-year-system regarded them to be inefficient economic bodies against the functioning of the market economy. But, the recent studies show consistently that monetary incentives, as represented by the 97-year-system mainly driven by neoliberalism ideology, and government"s fiats, as exemplified in the Park"s development model, prove to be not properly working as explained in the Economics textbook, without moral and social preferences which are basically formed in the communities. This study proposes two important policy directions to getting over the problems of the 97-year system, which have resulted mainly from its transitional characteristics. First, community governance should be built while avoiding the community failures. The good community governance will result in maintaining the sustainability and increasing the efficiency of the economy as well. Second, the realm of the social economy should be expanded as it provides alternative ways to cope with the economic problems which are not properly dealt with by the market and the state.
