The paper analyzed the relative efficiency of 14 local governments in JeonBuk Province using the Data Envelope Analysis, in order to help resolving current debating on city-county consolidation. We reviewed theoretical rationale on city-county consolidation and the Data Envelope Analysis. After selecting input and output variables and performing a descriptive statistical analysis on these variables, we carried out the Data Envelope Analysis. The results showed that many local governments were very inefficient compared with JeonJu city, which was the most efficient. Specifically, 11 out of 14 local governments were below fifty percent in the relative efficiency. Therefore, JeonBuk metropolitan government should play a important role as a policy mediator and initiate consolidation discussions among neighboring local governments. It is also highly recommended to develop and carry forward cooperative projects among local governments.
