In public service broadcasting, there is no conception like the management principles of private enterprise. Or if one ever exists at all, it is totally different in nature from private management. The purpose of this paper is to explore some ways for managing public service broadcasting in this period of transition. The future type of public service broadcasting will be “an full portfolio,” in which a public corporation maintains differences while competing with other stations. In this model, the central idea of management is balance. A public service broadcasting station is supposed to retain four major market-relationships in the field of television field. Those include political information market(governance), an internal labor market, a market for related sectors, and competition relationships with other broadcasting stations. The management of a public service broadcasting station should pursue the followings in this model ; self-regulation, the good use of external vertical-disintegration production organization, the active acquisition of program rights, the optimization and specialization of internal labor.
