This study aims to analyze the character of the social welfare corporation. The social welfare corporation has played a major role as the Korean social welfare provider. However, it has not clearly defined its character, whether being public or private, because it is a hybrid organization and diverse stakeholders consider it from a different perspective.
Therefore, this study tries to find out where on the spectrum between the public and the private, social welfare corporations fall, classifying the social welfare providers based on the legal basis, the ownership structure and the publicity. Then it analyzes the character of the social welfare corporation in terms of its establishment, the ownership and funding structure, and the nonprofit attribute and price regulation.
According to the result of the analysis, the social welfare corporation belongs to the public organization rather than private nonprofit one in a broader sense. In addition, the public characteristics dominate in nature. It is necessary to redefine the social welfare corporation as the public organization.
This study makes three suggestions. Firstly, the social welfare corporation in nature is the public organization. It refutes the facts that most studies has argued that the private nonprofit welfare organization has led to Korean social welfare service. Secondly, the social welfare corporation is the public organization providing public services with the public funding. It is the public assets. Thirdly, the social welfare corporation is the typical Korean nonprofit organization. When referring to the social welfare corporation, it is much appropriate to use the term of ‘the public or social nonprofit organization’ rather than ‘private nonprofit organization’. The Social welfare corporation has not been established a public administrative system by government but has taken its public function and role. Establishing its identity as public one is required to.
