In this paper, we introduce the scientific method of risk identification using FMECA(Failure Mode and Effects, Criticality Analysis). It is an objective risk management to help quality assurance team to identify risks and concentrate on removing or reducing them effectively. To determine risk level of war supplies" parts, components in quality assurance activities, we consider to use severity and occurrence index of FMECA report evaluated by development authority. And we derive the procedure and risk matrix using the result of FMECA for classifying identified risks. We propose indices for identifying risk, risk matrix, criterion based on the military standard specification of DoD. An application example is used to explain the procedure of performing risk identification.
