This research focuses on the improvement of the development promoted district policy of deterioration area through comparing the policies and alternatives for the depopulated regions of Japan and ones of Korea. To summarize, Japan has found the cause of deterioration from declining by the population outflow, and carry out policies for depopulated regions aiming at preventing depopularization. Additionally, the policy paradigm has been shifted from focusing on the external growth to the internal growth because of the obvious limitation of the external growth. Based on the analysis, this research draws five implications as a conclusion. Firstly, people"s thoughts on the policies for deterioration area should be changed. Second, financial and administrative supports should be improved based on the each regional feature. Third, the change of the development project is essential to accelerate the internal growth. Forth, role sharing of each sector and comprehensive governance system should be built up. Lastly, relevant policies are needed not only for attracting population, but also for preventing the outflux of population.
