Wireless channels suffer from serious bursty and location-dependent errors. Although many fair queueing algorithms have been proposed for wireless packet networks, most of them are based on system-wide virtual times. In this paper, we propose a new fair queueing scheme without virtual times, which we call the Throughput-based Graceful Fair Queueing (TGFQ). Our TGFQ scheme achieves guaranteed fairness such as shortterm fairness for error-free flows, long-term fairness for erroneous flows, and graceful recovery of throughput for those flows that have experienced channel errors.
