Defense Agency for Technology and Quality has carried out various quality assurance(QA) assignments such as qualify assurance service on the procurement of DAPA and on items pr ovided to various agencies including National Police Agency and on export items for the past 30 years since its establishment.
In particular, the size of the quality assurance assignment that DtaQ had provided to the procurement of Defense Acquisition Program Administration (DAPA) had risen by 11.87 times from ￦445.2 Billion (＄ 409 million) to ￦5.2849 trillion (＄ 4.9 billion). In stark contrast, however, the number of quality assurance personnel who are vital in conduction quality assurance assignments had risen little in the same period of time from 327 in 1981 to 382 in 2010. Finally, this limited number of QA personnel could no longer take on the explosive rise in the number of assignments. In this paper, I would like to suggest the introduction of pre-evaluation and certification system and operation of the system, which are designed to overcome shortages of quality assurance personnel.
