Louis the XIV and Jeongjo lived in different time periods of the 17th and 18th centuries, respectively. Nonetheless, a comparative study about these two persons is possible because they lived in historically similar times, which went through a structural transformation involving the political relationship between the king and his subjects. Louis the XIV is a representative king of European absolute monarchy. However, the Sun King myth of Louis the XIV was broken as revealed in recent scholarship. The absolute monarchy of Louis the XIV was not a model case of absolute monarchy, but a specific epochal product of France. This historical deconstruction of the myth of an absolute monarchy does not reject the fact that absolutism played a decisive role in the formation of the modern state and the state reason. The absolute monarchy is still a valid ideal type in M. Weber’s sense, who explained the procession from the monarchical state to the modern state.
The question remains however if this kind of ideal type of absolute monarchy is a universal historical criterium to explain the transition to the modern state. In relation to this ideal type, there have been scholarly efforts that compare Jeongjo to the enlightened absolute monarch of the 18th century beyond the absolute monarch of 17th century’s Europe. Can we, however, confirm the possibility of Korean internal development into a modern state simply through the favorable evaluation of King Jeongjo’s reform policies? This article examines the meaning and meaninglessness of this kind of comparative study through contrasting Louis the XIV and Jeongjo.
