우리 정부는 2008년 이후 ?녹색성장?에 대한 논의를 본격화하고 있으며, 녹색 기술을 신 성장 동력으로 하여 경제, 산업 구조는 물론 전반적인 삶의 양식을 저탄소, 친환경으로 전환하는 국가발전 전략을 수립하고 있다. 그러나 에너지 절약, 녹색도시, 녹색인프라, 녹색경영, 녹색생활에 대해서는 관련 정책과 연구가 많이 만들어지고 있는 반면, 녹색행정에 대한 연구와 관심은 부족한 실정이다. 따라서 녹색성장을 위한 노력이 ?행정?영역에도 일어나야하며, 녹색성장의 관점에서 행정업무와 행정프로세스에 대한 재조정이 필요하다. 본 논문은 탄소발생을 근본적으로 저감할 수 있는 행정프로세스의 개선방안을 ?프로세스 확장?이라는 변형을 통해 그 가능성을 연구하는 데 목적이 있다. 특히 건축행정정보화 사례분석을 통해 행정프로세스의 개선만으로도 녹색행정 구현을 통해 많은 양의 탄소저감효과를 발생시킬 수 있음을 보여주었다. 세움터라는 인터넷 건축행정시스템은 단순 관리 차원을 넘어 민원인의 신청, 유관기관과의 협의프로세스, 발생정보의 전체 취합·활용체계를 온라인화 함으로써 인허가 서류 및 도면정보의 방문신청 및 제출방지 등을 실천하였으며, 또한 소비, 이동, 공간의 효율화를 통해 탄소저감에 크게 기여한 것으로 분석되었다. 향후 정보화를 통해 녹색행정을 실천하기 위해서는 정보화 자체를 강조하기보다는 기존 행정프로세스의 문제점을 분석하고, 행정프로세스 확장 관점에서 이를 개선하기 위한 노력이 있어야하겠다.
The ?green growth? paradigm has been actively embraced by the Korean government since 2008. The government is currently working on establishing a green national growth strategy. Under this strategy, green technology is selected as a new engine for growth, and the goal is to transform the economy and industrial structure in Korea as well as the lifestyle of Korean people in such a way as to reduce Korea?s carbon footprint and make the nation more environment-friendly. Amongst areas of green growth, energy saving, green cities, green infrastructure, green management and green life have been receiving much attention from policymakers and researchers alike. Green administration, on the other hand, has been largely neglected. There is, therefore, a need to ensure that green growth efforts take place in the area of government administration as well, so that administrative tasks and processes may be re-adjusted in a manner that is consistent with the goal of green growth. The purpose of this study is to explore strategies to improve administrative processes at government agencies in such a way as to radically reduce carbon emissions resulting from them through ?process expansion.? The paper focuses on the case of process digitalization in building and construction administration, showing how the improvement of processes alone can help cut carbon emissions drastically. ?Seumteo(Architectural Administration System),? a web-based administrative system for building and construction affairs, discussed in this paper, is not a simple online management system. Not only can citizens actually receive front-office services from its website, but collaboration with related government agencies takes place online through it as well. All information produced as part of administrative processes is collected and used online. Our analysis showed that ?Architectural Administration System?, by making visits to local administrations? offices unnecessary, whether to apply for permits or submit or obtain documents and construction drawings, and increasing efficiency in terms of consumption, physical movement and space, has contributed tremendously to the reduction of carbon emissions. The results of this study suggest that in order to practice green administration through informatization, it is more important to identify problem areas in existing administrative processes and make efforts for improvement from the perspective of process expansion, rather than focusing overly on informatization as such.
