Outsourcing is a new business and mode and emerging mainstream way. It can be divided into two types, production outsourcing and service outsourcing according to the content of outsourcing, which is collectively called business outsourcing. And service outsourcing is rapid emergence in global scale with development of information technology in 90’s and become the new direction of service of all countries, which is widely concerned by many scholars. In present research, most of scholars paid their attention on the scale, development trends of service outsourcing, and analyzed the reasons of it from the point of view of cost, income and the competitiveness of enterprises. So, this paper analyzed the influencing factors of service outsourcing from the angle of the external environment and internal mechanism. We selected typical contract states-The United States, and the main contractor countries-China as research objects, made empirical research on the outside and internal factors of service outsourcing on the basis of time-series data by the multiple regression analysis which are econometric approaches and obtained the result of that which influencing factors were significant on the service outsourcing. And then the paper gave deduction to get the dynamic mechanism model of service outsourcing, and further proposed the endogenous mechanism of it, which could provede theoretical basis for the development of service outsourcing of countries in the world.
