Notwithstanding frequent application of recent terminology, mutually-beneficial coexistence, few discussions delving practical meaning and criteria from the perspective of public administration are found. More in-dept analysis is in urgent need since applying the terminology without such discussions could lead to problematic results such as indiscreet governmental intervention, deteriorated competitiveness or rise of populism. Based on this background, we tried to redefine the terminology with sustainable co-evolution in terms of complex ecosystem and simulated the possible relationship between chauffeur and taxi service under the different scenarios to identify adequate level of regulation enaction as an exploratory application. For this purposes, we reviewed the literature about complex system and ecosystem followed by operational definition of mutually-beneficial coexistence with sustainable co-evolution. As a exemplary case, evolutionary processes of chauffeur and taxi service in terms of co-evolution are scrutinized in detail, and Lotka-Volterra model was applied to specify their co-evolutionary relationship.
As a result, it was identified that both chauffeur and taxi service could achieve sustainable co-evolution, i.e., mutually-beneficial coexistence within the extent to which regulation enaction does not bring about excessive transfer of demand from chauffeur service to taxi service. According to this study, it is necessary to put more emphasis on co-evolutionary relationship among actors and government intervention should be restricted within the limit not to disturb sustainable co-evolution of them. It is expected to contribute to specifying theoretic meaning and practical applicability of mutually-beneficial coexistence.
