There have been some studies on the economic ripple effect of the creative city, creative class, and creative index by the metropolitan city’s cross-sectional data. Nevertheless, it has rarely been studied for local small and median sized cities focusing on the direct causality of between the creative index and the jobs’ change by the time series data. This paper develops the question which creative index could be effective to be increasing continuously the job growth long time. To be tested this question, the theory of the creative city was studied. And this study reviews the existing literatures about the Latent Growth Curve Model which is an analytic model, then sets up the analysis framework, formulate hypotheses and, finally verifies them. These local cities are classified by the employment’s growth and creative index increasing group and excluded the declining city group, because these cities’ total jobs have been increased for last ten years continuously. Meaningful results are yielded by using the LGM. Firstly, it has only a
statistical significance the casuality relationship between the tolerance increasing and the total job growth, and also the creative technology has affected total job’ growth.
