This paper tries to grasp the domestic recreational marine activity state which has been stagnated for years despite of all its members" efforts, and analyzes its limitations, then suggests the solution if we could find one. Through the examination of previous studies, we could conclude that the uncertainty of an integrative subject which would manage the whole sector of marine industries, and the absence of strategic policy to increase maritime populations and establishing infrastructures, to innovate the capacity of companies and markets. Thus, this paper presents practical guidelines for domestic marine industry development, which would provoke the discussions regarding the specific projects for each sectors and those projects" priorities.
