Shilla either negotiated or conflicted with Balhae in the northeast, but did not have any contact in the northwest. Therefore, there is a room to rethink the common view that the border between Shilla and Balhae was the line from the Daedong-gang river to Weonsan bay. Shilla and Balhae used to dispatch envoys to each other, maintaining Jeongcheon-gun area in the Northeast on the borderline in the middle of the 8th century. However, Shilla retreated to the Sakjeong-gun area as Balhae moved southward in the early 9th century. A traffic road built between Dong’gyeong Yong’weon-bu in Balhae and Jeongcheon-gun in Shilla was named Shilla-do(“The Silla Road”).
On the other hand, Shilla advanced to the Ye’seong-gang river with the help of Tang. Also, Shilla’s authority in the southern area of the Pae-gang river(the Daedong-gang river) was recognized by Tang as compensation for Shilla which attacked Balhae at the request of Tang. Afterwards, Shilla administrated the area by setting up Paegang-jin(“Ferry of the Pae-gang river”), but it did not advance beyond the Pae-gang river.
Meanwhile, Liaodong and Pyeong’yang were not included in Balhae’s territory of “O-gyeong Shib’o-bu Yuk’shib’i-ju(5 capitals, 15 provinces, 62 counties).” The Andong Protectorate controlled this area after Goguyreo fell, but there was a conflict concerning the situation after 757, when Andong Protectorate was shut down. In conclusion, it is assumed that this area was left unsettled because Balhae did not advance to the west, and Shilla did not go beyond the Pae-gang river. After Balhae’s attack on Dengzhou in 732, there were no more conflicts amongst Tang, Balhae and Shilla. This suggests that the area might have remained as a buffer zone amongst the three countries.
