This paper investigates some issues about foreign learners’ difficulties in maintaining their language skills after they completed Korean language courses. Language use is not only based on learners’ acquired language skills, but also affected by learners’ personal motivation and social environment. This paper analyzes Korean language education with reference to it’s learning and using environment, keeping in mind that the Korean language functions as an communicative and cultural tool. In foreign countries, where Korean is not a major language, it is really hard for learners to maintain and improve their Korean language skills. The very language environment that learners can freely communicate and interact with each other in Korean is necessary. This paper also points out another issue about how to make Korean language learners become Korean language users in the social circumstance that one cannot have enough opportunities to communicate with others in Korean. To overcome this problem, various language or communicative tools that Korean learners can easily use outside the classroom must be provided. This means that language using is the best way of language learning.
